国家外国专家局对介绍外国文教专家到中国工作的境外专家组织进行资格认可和年检。目前，经国家外国专家局资格认可的境外文教专家组织为80家。
中国境内需要聘请外国文教专家的单位均需安规定程序申请聘请外国文教专家资格。2010年度，具有聘请外国文教专家资格的单位为 6307 家。
